What ALMM List-II changed on 1 June 2026

ALMM stands for Approved Models and Manufacturers, a framework the Ministry of New and Renewable Energy established under an order issued on 2 January 2019. It has two lists:
- List-I covers approved solar PV modules. First published 10 March 2021.

Only models and manufacturers on ALMM List-I are eligible for use in government projects, government-assisted projects, projects under government schemes, open access projects and net-metering projects. "Government" here covers central government, state governments, public sector enterprises and autonomous bodies.
From 1 June 2026, List-II came into force. Projects in those same categories commissioned on or after that date must use domestically approved solar cells, not merely approved modules. As of 30 April 2026, enlisted cell capacity under List-II exceeded 30.3 GW.
The market reaction tells you how significant this is. Developers rushed to commission projects before the deadline using non-domestic content modules, producing record Q1 2026 installations of 15.3 GW, a 143% year-on-year increase. Industry bodies had sought a deadline extension or phased implementation, arguing that domestic cell production, particularly TOPCon, does not yet match demand.
What this means for a distributor. Your stock now has a compliance status, not just a price. Modules built on non-listed cells cannot go into net-metered rooftop projects or open-access installations, which is the bulk of the commercial demand a distributor serves.
