Net Metering Solar Panel Sizing: The Haryana Year-End Rule
This fact changes how big you should build. Under the HERC Rooftop Solar regulations of 19 July 2021, unadjusted net credited units lapse at the end of the settlement period (the financial year) and are not paid for. Several installer guides say instead that Haryana pays for surplus at the average power purchase cost of about Rs 3.85 per unit. The sources conflict, so ask your DISCOM in writing and check for HERC amendments at publish.

How to Get a Solar Panel Net Metering System Approved: Step by Step
- Read your bill. Note sanctioned load, phase and the exact name on the connection. In Haryana the name on the bill and property papers must match or the application can be rejected.
- Apply online. Use the PM Surya Ghar portal (pmsuryaghar.gov.in) or your DISCOM's solar portal (DHBVN or UHBVN in Haryana) and pay the Rs 1,000 fee.

It also proposes time-of-day tariffs with peak rates at least 20% higher and solar-hour rates at least 20% lower, and storage mandates for prosumers above 500 kW.
